Ongoing Investigation of the York/Stevenson Water Leak

Our office contacted the Baltimore City Department of Public Works several weeks ago about the water leak at Stevenson Lane and York Road. The city will shut down a section of a water main on York Road Thursday night to investigate the source of the leak.
The main on the west side of York Road will be shut down from Stevenson Lane to Chumleigh Road. The water leak will affect five businesses and 17 homes between in this area between 10:30 p.m. Thursday and 5:30 a.m. Friday.

Attempted Murder, Burglary Suspect in Precinct 6/Towson is Arrested

Bradford Steven Holup was arrested in a burglary, attempted murder case.Baltimore County, Md. (February 27, 2012) - Baltimore County police and fire personnel responded to the 500 block of Allegheny Avenue, 21204 in Precinct 6/Towson at approximately 1:30 a.m. on February 26. A 65-year-old man at the location reported that he had arrived home to discover a burglar inside his home. The suspect made the victim walk into the basement and the victim was shot on the stairwell as he entered the basement. The victim was shot in the back of the neck, but the wound was not life-threatening.

The suspect ran from the home and the victim was able to call 911. The suspect attempted to steal the victim's car, but was unable to do so because the vehicle was equipped with an anti-theft device. Detectives are still attempting to determine exactly what was taken during the burglary. There is no indication at this point that the victim was targeted, and there is no known relationship between the victim and the suspect.

The victim was transported to a local hospital for treatment, and he is expected to make a full recovery.
Traffic Stop Leads to Arrest

At approximately 4 a.m., an officer observed a Chevy Lumina pulled over to the side of the road near the intersection of Bosley Avenue and Chesapeake Avenue. The officer observed someone matching the suspect description run from between several buildings and enter the vehicle, which then pulled away. A traffic stop was conducted and the suspect, who was found to have some of the victim's property, was placed under arrest.

The suspect was identified as Bradford Steven Holup, 49, of the 4000 block of Corse Avenue in Baltimore City, 21206. Bradford Steven Holup was charged with attempted murder, first degree assault and first degree burglary. He is currently being held without bail at the Baltimore County Detention Center.

RFCOP Crime Update Week of February 13th - 19th

We have received the below described email from Sgt. Fink of precinct 6 that the weekly crime reports will no longer be given to the public. This will also affect our Sun paper and Spot Crime reports not allowing us to keep you the public informed of what is happening around our neighborhoods. Below is an article from the Baltimore Sun paper from their crime beat that includes the email from Sgt. Fink and the individuals whose decision it was to not supply this information. I apologize for not being able to keep you updated weekly as in the past but hopefully the Baltimore County’s decision to withhold this information will be rethought and a decision made to again provide this helpful information to the public. We wish to thank Sgt. Fink on his diligence over the years helping keep us informed and hope the B.C.P.D. will again in the near future allow him to provide this service to the public.

We request that if you know of any incidents that should be shared with everyone that you reply to this email. If anyone has an opinion on this decision to keep us out of the loop please feel free to share your thoughts to this email address.

Baltimore County police stop (for now) sending crime reports to citizens

It appears that residents of the Towson area are once again in jeopardy of losing a valuable resource on crime. Baltimore County Police Sgt. Stephen Fink has been told to suspend distributing the "Precinct 6 Weekly Significant Events Report."

Here's an email that Fink sent out:

"Good afternoon, this week I was notified by both Captain Trentzsch and Major Jones that the Department is reviewing the practice of forwarding the PC06 Weekly Incident Report to our Community Members. As a result of this review I will not be sending out this information again until I get the okay from my Captain and Major, after they receive same from above. I apologize for the inconvenience, hopefully it's a very temporary delay and we'll be able to resume this practice quickly."

This report is nothing more than a compilation of crimes that people need to know about. The most recent, sent out Feb. 13, lists armed robberies on Goucher Boulevard and Putty Hill Avenue, and string of burglaries. The information is brief and informative, much like the old police blotters. It contains no information that would be withheld from a public police report.

Baltimore County police spokeswoman Elise Armacost sent me this response when I inquired about Fink's email:

"We're working on some consistent standards and practices for provision of precinct level info communities. We absolutely want our precinct captains communicating with the public. We've been working for awhile on standards, based on the PIA, for what can and should be released."

I'm curious what information is in this weekly synopsis that can't be released to the public. Fink has been sending this out for years, but not without controversy. In 2009, residents forwarded the report to me, and when commanders learned that not only did the public have it, but so did the media, he warned his recipients that "leaks" to people outside his list would mean he'd have to stop sending the information out.

Fink wrote at the time that if The Baltimore Sun "is getting extra access to police information," other news outlets "are going to want the same thing" and "will come looking for more. ... To keep everyone on an even playing field, please keep this information to yourselves."

I wrote a column at the time, noting that it appeared to be different standards for giving information to the public and to the media.

That order was quickly rescinded by now former police spokesman Bill Toohey, who noted that making the information public means it is indeed, public. Again, this is nothing more than a brief list of crimes that occurred. It's exactly the type of information residents all over constantly clamor for, and deserve. If anything, Fink's list, which until last week went just to Towson-area residents, should serve as a model for the rest of the precincts in Baltimore County, and departments from Baltimore to Aberdeen.

Baltimore County has on its webpage what they call iWatch, which is designed to give residents up-to-date information about crime. The latest posting on iWatch was made Feb. 16, about suspects being sought in an armed robbery that occurred Feb. 1. Fink's crime list is more up to date than that. County police did inform the media about a fatal shooting in White Marsh on Saturday, and the arrest, but nothing is posted on iWatch.

We're witnessing a disturbing trend of people getting less information even as the ability to give them more greatly expands. Crime stats and information are treated like state secrets, doled out on a need to know basis.

In this case, residents are the ones who need to know.

TU Concrete Pour Rescheduled For SATURDAY

Dear Neighbors:

Early this morning, I received notice from our construction managers that the incoming weather pattern predicting snow for the Baltimore region this weekend will now change the schedule of the concrete pour project previously set for Monday, February 20, 2012.

In order to get ahead of the severe weather, our contractor has requested to complete the concrete project tomorrow, Saturday, February 18, 2012 at 6 a.m. in lieu of the original plan for Monday.

Again, we expect the distance of the site, which is buffered by the existing arena to cause little or no disturbance to the community, but all workers have been instructed to take every precaution to minimize disruption.

Early Construction Start at Tiger Arena Site 2/20/12 Notice

Dear Towson University Neighbors and Members of the Rodgers Forge Community:

Thank you for your continued patience as we continue construction of the Tiger Arena addition.

On Monday, February 20, 2012, Gilbane Construction will be conducting a major concrete pour involving the logistics of about 53 trucks onto campus from the Baltimore beltway.

In an effort to continue the speedy completion of both this major concrete project and the entire arena project, our contractor has requested special permission to begin construction work at 4 a.m., prior to the usual 7 a.m. start time. An earlier start time was crucial to ensure all construction activities associated with the concrete can be completed by the normal construction stop time at 7:00 p.m. or earlier.

Although the work will not directly border the Rodgers Forge community and will be buffered by the existing arena, our contractor has been instructed to take EVERY precaution to eliminate any noise or disruption to your community. In particular, all back up alarms will be disabled and powered troweling equipment will not be used until 7a.m. The pump for the concrete will be located in the new arena bowl to minimize noise transmission.

We want to make every effort to keep this project on time and minimize any disruption, both short-term and long term. Should you have any questions please do not hesitate to reach me.

The victim was arguing with a friend, became angry and punched a hole in the bedroom door. The suspect, who is the victim’s roommate, came to the bedroom door and pointed a shotgun at the victim’s head then racked a round into the chamber. After a brief verbal exchange the suspect unloaded the shotgun. The suspect was arrested and several guns were removed from the location. 1 Adult Male Arrested

Hello All,

Baltimore County Public Schools have canceled all evening activities. I verified that the building will be closed, and we cannot have our meeting tonight. I have rescheduled the meeting for Wednesday, February 22, 2012 at 7 pm.

I have submitted a facilities use form to the school and checked with the school office staff that the calendar is open for that day and time.

I have rescheduled our guest speaker, Dave Cummings of the Essex Sky Park.

Registrations for WEE Center Now Being Accepted

Woodbrook Early Education Center, right here in Rogers Forge, is one of a handful of preschools in Maryland to earn accreditation from the National Association for the Education of Young Children (“NAEYC”). The WEE Center (as it is often called) has been teaching and caring for children in the Towson area for over 20 years. Registrations for the 2012-2013 school year are currently being accepted.
